State leaders gave a formula for districts to look at based on how many COVID-19 cases per population that their county is seeing:

Based on the most recent data and recommendations from the Minnesota Department of Health collected from Oct. 4 through Oct. 16, 25 counties have more than 50 cases per 10,000. In the previous data collection period, 19 counties had more than 50 cases per 10,000.

According to the state's Safe Learning Model, the following counties would fall under the recommendation to conduct full distance learning for students:

  • Rock
  • Chippewa
  • Kandiyohi
  • Morrison
  • Clay
  • Wadena
  • Hubbard
  • Todd
  • Murray
  • Mahnomen
  • Nobles
  • Wilkin
  • Stearns
  • Lincoln
  • Mille Lacs
  • Big Stone
  • Lac qui Parle
  • Clearwater
  • Benton
  • Red Lake
  • Polk
  • Chisago
  • Lyon
  • Pipestone
  • Becker

Minnesota now has one county that qualifies for the state's recommendation for in-person learning for all students.

The rest of Minnesota's counties lie somewhere in the hybrid learning model.

Week-to-week some counties with large variances include:

  • Chippewa County: 79.93 to 111.57
  • Hubbard County: 53.69 to 78.61
  • Kandiyohi County: 75.72 to 92.36
  • Morrison County: 59.79 to 85.59
  • Murray County: 55.07 to 73.03
  • Nobles County: 41.21 to 70.52
  • Pipestone County: 72.95 to 51.17
  • Polk County: 33.55 to 52.23
  • Red Lake County: 9.98 to 52.40
  • Rock County: 89.24 to 120.05
  • Roseau County: 17.46 to 46.57
  • Todd County: 43.78 to 78.56
  • Wadena County: 52.03 to 80.61
